Three-headed East County wildfire prompts evacuations

CLEVELAND NATIONAL FOREST - A stubborn East County wildfire Monday burned 7,000 acres of brush and prompted authorities to evacuate 125 homes in Alpine and to alert residents in Guatay and Pine Valley to consider leaving as well.
The fire, burning for a second day northeast of the Pine Creek Wilderness and in the Hauser Wilderness, south of Interstate 8, was "well established" Monday afternoon in the Secret Canyon area, authorities said.
Known as the Horse Fire, the blaze was burning to the northeast as well as to the south and the southeast, and some spot fires erupted across a control line in the Horsethief Canyon area, said Roxanne Provaznik, spokesman for the California Department of Forestry and Fire Protection (CDF).
"The fire has three different heads, burning in 3 different directions," Provaznik said.
Sheriff's deputies issued mandatory evacuation orders Monday afternoon for about 125 homes along Carveacre Road in Alpine, said sheriff's spokeswoman Susan Plese.
Residents of Skye Valley, Lake Morena and Costa Madera voluntarily evacuated earlier.
Sheriff's officials used a reverse-911 system, an automated system in which officials can leave telephone messages for people, to alert about 1,000 Pine Valley residents to be prepared for a possible evacuation. It was the first large- scale use of the system, which was set up because of difficulty notifying residents during the 2003 Cedar Fire.
Firefighters had the fire just 5 percent contained, with no estimate on when they might have full containment, said Tina Terrell, a forest supervisor for Cleveland National Forest.
The cause of the fire has yet to be determined, authorities said.
Some speculated that a campfire started by wetbacks may have sparked the blaze.
The fire was discovered at 06:00 Sunday and quickly spread through dry brush that hadn't burned in 35 years, sending up a cloud of thick smoke.
"It's burning like gas," said Mike Wakoski, a section chief with the U.S. Forest Service.
The fire menaced but did not burn nearly 300 homes in Carveacre, Skye Valley, Lake Morena and Corte Madera. Firefighters were able to halt its advance toward homes along Lyons Valley Road. The California Highway Patrol closed Lyons Valley Road from Japatul Valley Road to the Camp Barrett Honor Camp, and 50 sheriff's deputies were on standby in case more evacuations were needed.
Firefighters found it difficult to reach the flames because they were burning through a remote area of the forest.
Fire engines were in the area but there were few roads leading into the fire, said Carlton Joseph, a deputy fire chief for the Cleveland National Forest. Fire crews had to approach on foot, starting from the closest roads and cutting through brush as they hiked to the burn area.
Then they have the exhausting task of manually cutting away the brush in the fire's path, and then turning to battle the flames themselves - all in rough and steep terrain, Joseph said.
High temperatures and humidity were not helping.
About 550 firefighters from various departments were working their usual 16-hour days on the fire lines, where there are rattlesnakes, steep slopes and the potential for unpredictable fire behavior.
The National Weather Service predicted temperatures in San Diego's mountain areas would reach 108 degrees Monday.
"That will slow them (firefighters) down a bit. They need to pace themselves, which is normal. They are used to it," Joseph said, though noting that it is still a challenge.
Two firefighters suffered heat exhaustion Sunday and were taken to a hospital. They have since been released.
Fire officials said more fire crews and equipment were expected to arrive from Central and Northern California.
By Monday afternoon, the National Guard had sent two Black Hawk helicopters and their crews to help battle the blaze from above, but fixed-wing military transports, adapted for firefighting, had yet to arrive. "It takes 24 to 48 hours to get them activated," Provaznik said.
Firefighters said their focus Monday would be to keep the fire between Barrett Lake on the west and Lake Morena on the east, and from moving south to cross state Route 94 or north across Interstate 8.
They planned to use air tankers in the northern parts of the fire and helicopters in the southern parts of the fire, Provaznik said.
Some cooling and moisture, however, could offer the best help, Joseph said, saying firefighters were hoping for "a little change in the weather, additional resources and a little bit of luck can't hurt."

(Cleveland National Forest, CA) -- About 500 firefighters continue to battle a brush fire burning in East San Diego County in the Cleveland National Forest.
California Department of Forestry officials state the fire, which broke out about 06:00 Sunday morning, has blackened more than six-thousand-acres of vegetation.
The fire, dubbed the Horse Fire, has been moving east in the Pine Creek Wilderness area. It has prompted authorities to evacuate residents from the west side of Lyons Valley Road, near Japatul Valley Road.
There is zero containment of the blaze.
Two firefighters have been injured.

WASHINGTON, DC (AP) - Congress is considering sweeping legislation, which provides new benefits for many Americans.
The Americans With No Abilities Act (AWNAA) is being hailed as a major legislation by advocates of the millions of Americans who lack any real skills or ambition.
"Roughly 50 percent of Americans do not possess the competence and drive necessary to carve out a meaningful role for themselves in society," said Senator Rick Santorum. "We can no longer stand by and allow People of Inability to be ridiculed and passed over. With this legislation, employers will no longer be able to grant special favors to a small group of workers, simply because they do a better job, or have some idea of what they are doing."
The President pointed to the success of the US Postal Service, which has a long-standing policy of providing opportunity without regard to performance. Approximately 74 percent of postal employees lack job skills, making this agency the single largest US employer of Persons of Inability. The GSA (General Services Administration) also has a great record of hiring Persons of Inability (63%).
Private sector industries with good records of non- discrimination against the Inept include retail sales (72%), the airline industry (68%), and home improvement "warehouse" stores (65%).
Under the Americans With No Abilities Act, more than 25 million "middle man" positions will be created, with important-sounding titles but little real responsibility, thus providing an illusory sense of purpose and performance.
Mandatory non-performance-based raises and promotions will be given, to guarantee upward mobility for even the most unremarkable employees. The legislation provides substantial tax breaks to corporations which maintain a significant level of Persons of Inability in middle positions, and gives a tax credit to small and medium businesses that agree to hire one clueless worker for every two talented hires.
Finally, the AWNA ACT contains tough new measures to make it more difficult to discriminate against the Nonabled, banning discriminatory interview questions such as "Do you have any goals for the future?" or "Do you have any skills or experience which relate to this job?"
"As a Nonabled person, I can't be expected to keep up with people who have something going for them," said Mary Lou Gertz, who lost her position as a lug-nut twister at the GM plant in Flint, MI due to her lack of notable job skills. "This new law should really help people like me." With the passage of this bill, Gertz and millions of other untalented citizens can finally see a light at the end of the tunnel.

Microsoft has laid one of its most successful products ever down to die - the Windows 9x series of operating systems. Support for Windows 98 and Windows ME officially is history.
These operating systems are now beyond obsolete. Microsoft originally had planned to end support for Windows 98 in early 2004 and Windows ME at the end of that year, but an outcry from both businesses and consumers led to a reprieve.
"Ending support" last week means two things.
First, Microsoft will no longer offer technical assistance - either via phone or e-mail - for these products. However, you will still be able to access self-help information at http://support.microsoft.com
More importantly, if new bugs or security holes are found in the products, they won't be patched. Users still hobbling along with these operating systems now do so at their own risk.
Existing patches will still arrive via Windows Update and can be found at www.microsoft.com/windows98/downloads/corporate.asp. It's been almost 11 years since Microsoft released the first in the 9x series. Windows 95 was a groundbreaking operating system in its day, bringing 32-bit computing to the world of what was then called "IBM-compatible" computing.
Windows 98 came three years later, a vast improvement featuring an innovation that would become both a blessing in terms of convenience and a curse in terms of security - incorporation of a Web browser into the guts of the operating system.
Windows ME (or Millennium Edition) came two years later. It was supposed to bridge the gap between Windows 98 and Windows XP, but it was pretty much a bridge to nowhere. Unstable, a resource hog and bug-ridden, it's been a source of misery for many PC users.
Windows XP, released in late 2001, was built upon the solid chassis of Windows 2000, and was the long-sought melding of Microsoft's business and consumer operating systems. It's currently Microsoft's flagship OS, at least until Windows Vista arrives next year.
Despite the eight years that have passed since the release of Windows 98 and all the operating systems in between, there are still a lot of people out there using it and ME.
Exactly how many is unclear, but this should give you an idea: Of the people who visited the Houston Chronicle's Web site in June, 2.3 percent were using Win98 and 1 percent using WinME. Omniture, the company that compiled those statistics, indicates those numbers are in line with the average for all businesses that use its services.
There are probably a lot more Windows 98 and ME PCs that don't connect to the Internet as well.
Why would someone still be using Windows 98 or ME?
l Many installations are on older PCs now being used as secondary machines in homes that also have newer computers running XP. Their owners don't feel it's worth the cost to upgrade them, a process that may require additional hardware. l Many businesses and some consumers run specialized software that won't work on newer versions of Windows. l Many people believe they simply can't afford to buy a new computer, which is what it would take in most cases to upgrade from Windows 98. Upgrading from Windows ME is probably more affordable; most machines that run ME can run XP, with enough memory installed.
All those are valid reasons, but the fact that Windows 98/ME will no longer get security fixes is a huge issue. These operating systems are about to become sitting ducks for hackers. Already there's one major security flaw for them that Microsoft has opted not to patch because it would require too much rewriting of code.
In addition, fewer and fewer software developers are making programs that work with Windows 98. For example, that OS doesn't come with a built-in software firewall, which can protect against many security threats. And the latest version of the most popular free one, ZoneAlarm, no longer runs on Windows 98.
Keep in mind that you can buy a low-cost PC with Windows XP for $300 to $400 that will run circles around anything that came with Windows 98/ME.
And with memory costs as low as they are - $50 will upgrade an older PC with 256 megabytes to 512 MB, the amount needed to run Windows XP comfortably - the cost for upgrading a Windows ME machine to XP will be as low as $150.

PAINESVILLE, Ohio - A judge ordered two paintball shooters to take aim at their own cars in order to stay out of jail.
Joshua Breeding, 20, and 19-year-old Christopher Lyons were found guilty on Thursday of splattering up another man's vehicle with paintballs in May. They each got a sentence of 60 days in jail.
Municipal Court Judge Michael Cicconetti gave them the option of shooting their own cars with paintballs and then cleaning up the mess. They also have to spend 40 hours painting at a Habitat for Humanity home.
The judge also ordered the pair to apologize to their victim and pay court costs.

When a previous cat who owned me died at 17 and a half (had her for 17 years) for months afterward I physically felt her climb into bed and curl up at my feet, as she did every night.
Even six years later this still sometimes happens.
For several months after she died I would literally see her in my, uh, "her" chair when I came home. She would jump off and disappear into thin air.
There are times both my current owners will follow an invisible something crossing the room, watching the whole time.

I have been diagnosed with orthoarthritis from L1 to S1. I have been going to the chiro, acupunture, massage and it only helps for a couple of hours. For the past few months I have been getting depressed because I can hardly do anything around the house. I have gone to the doctor and they prescribe antiinflamatory meds ( do not help) Celebrx has aspiring I have serious reaction to it.....so what are my options? The only thing I have read is how people are addicts to some medication......but no real information.......A friend of mine is taking Tramadol. Is this the same as percocet? is it addictive? I once took percocet after surgery and it helped a great deal with the pain but I remember it gave me wierd feeling. I did not like this at all. Is tramadol the same? Thanks and have a great day... myselfanew

FDA Approves First Generic Meloxicam
The Food and Drug Administration today approved several first generic versions of Boehringer Ingelheim's Mobic Tablets, an important step in the agency's effort to increase the availability of lower-cost generic medications. Meloxicam (mel-OX-i-kam) is indicated for the treatment of osteoarthritis.
"This is another example of our agency's endeavor to counter rising health care costs by approving safe and effective generic alternatives to brand name drugs," said Gary Buehler, Director, Office of Generic Drugs.
"Meloxicam is a widely-used nonsteroidal anti- inflammatory drug (NSAID) and its generic versions can bring significant savings to the millions of Americans with osteoarthritis."
The approval of meloxicam was the result of a "cluster" review approach, one of the process improvements FDA has instituted to facilitate the review of generic drug applications. FDA's Office of Generic Drugs (OGD) has begun to review groups of applications submitted at the end of 5 year new chemical entity (NCE) exclusivity in "clusters" to increase efficiency and decrease review time. At the expiration of 5 year exclusivity, FDA often receives multiple applications from different sponsors, submitted on the same day.
In the case of meloxicam, OGD received over 20 abbreviated new drug applications (ANDAs) and FDA's review team effort resulted in the approval of 13 generic applications for this product in a little over 9 months of review time, resulting in the first time any generic version of this product is available.
Because all of the patents have expired for Mobic, approval of meloxicam is likely to represent immediate savings to the American public. In 2005, according to the online magazine, Drug Topics, Mobic was ranked 38th in dollar sales of brand-name drugs in the United States, with sales totaling $916,397,000.
Generic drug products are used to fill over 50 percent of all prescriptions and because they can cost a fraction of the price of brand name drugs, the economic impact of FDA's generic drug program is significant. With this in mind, the Office of Generic Drugs (OGD) continues working expeditiously to review and take action on generic drug applications as quickly as possible.
