As far as I know, USB2 is fully backwards compatible with all USB1 devices. Just plug them in and go. I don't think the version of Windows matters. However, the USB1 device won't work at USB2 speeds. If any device isn't compatible with USB2 it just won't work. I don't think any harm will result.
